The choice of item and their related expense is strictly up to the planners of the wedding. Therefore, it is important, before purchasing wedding favors, that a wedding budget be in place. One of the expense lines should reflect decorations or more specifically a budget number for wedding favors.
Obviously, the number of wedding favors purchased or made will be in direct proportion to the guest list. Also, it might be prudent to have extra wedding favors. Also, do not forget to include the wedding party.
